European Funds Unit


The European Funds Unit of the Ministry of Interior, being the Responsible Authority for the Home Affairs Funds, has started to schedule the new Programming Period 2021-2027.

For the new Programming Period 2021-2027, the Home Affairs Funds shall consist of the Asylum, Migration and Integration Fund (AMIF), the Border Management and Visa Instrument (BMVI) and the Internal Security Fund (ISF).


The General Objective of the AMIF policy is to contribute to the efficient management of migration flows and the implementation, enhancement and development of common asylum and migration policy, according to the acquis and fully observing the international obligations of the Union and its Member States, which arise from international acts in which the Member States are contractual parties.

The Fund pursues the following specific objectives:

    1. Enhancement and development of all aspects of the European Asylum System, including its foreign dimension;

    2. Enhancement and development of legal migration towards the Member States, in accordance with their economic and social needs, and promotion and facilitation of the effective integration and social inclusion of third-country nationals;

    3. Tackling illegal migration, enhancement of the effective, safe and decent return, as well as the promotion of and contribution to the effective initial reintegration into third countries;

    4. Enhancement of solidarity and fair distribution of responsibilities between the Member States, especially when it comes to Member States that are the most affected by migration and asylum, through practical cooperation.

The BMVI is one of the two financial instruments of the Integrated Border Management Fund and a continuation of the financial instrument “Internal Security Fund - Borders and Visas” of the Programming Period 2014-2020. The General Objective of the Fund’s policy is to ensure a powerful and effective European integrated management of the external borders, contributing this to a high level of internal security within the Union. Moreover, it ensures the free movement of persons within the Union, fully respecting the relevant acquis and international obligations of the Union and its Member States, which arise from international acts in which the Member States are contractual parties.

The Fund pursues the following specific objectives:
    1. Support an effective European integrated management of the external borders, implemented by the European Border and Coastguard Agency as a common responsibility of the Agency and the national authorities that are competent for border management, in order to facilitate legal border crossing, prevent and locate illegal migration and cross-border crime, as well as the efficient management of migration flows;

    2. Support the common visa policy to ensure a harmonised approach as to the issue of visas and to facilitate legal trips and prevent migration and safety risks.

The ISF is the continuation of the financial instrument "Internal Security Fund - Police Cooperation" of the Programming Period 2014-2020. The ISF was set up to contribute to a high level of security in the EU, in particular by preventing and combating terrorism, radicalisation, serious and organised crime and cybercrime, by assisting and protecting victims of crime, and by preparing for, protecting against and effectively managing security-related incidents, risks and crises.

The Fund pursues the following specific objectives:
    1. To increase the exchange of information among and within the EU law enforcement and other competent authorities and other relevant EU bodies as well as with non-EU countries and international organisations;

    2. To intensify cross-border cooperation, including joint operations, among and within the EU law enforcement and other competent authorities in relation to terrorism and serious and organised crime with a cross-border dimension;

    3. To support efforts to strengthen capabilities to combat and prevent crime, terrorism and radicalisation, as well as manage security-related incidents, risks and crises, in particular through increased cooperation between public authorities, civil society and private partners across the Member States.

The Regulations of the new Funds were adopted by the competent institutions of the European Union (Council of the EU, European Commission and European Parliament) on 15 July 2021. Following the practice of the Programming Periods 2007-2013 and 2014-2020, each Fund shall have its own multiannual Programme. In general, the projects shall be implemented mainly through shared management with a maximum contribution of 75% by the European Union (other than some specific cases where the percentage may be up to 100%), while 25% shall be paid by national resources. The new Programmes for Cyprus for the AMIF, BMVI and ISF are expected to be approved by june 2022.

All stakeholders concerned are invited, after considering the objectives and the eligible actions of each Fund, to submit their proposals for the projects they wish or they consider good to be implemented through the Funds during the next Programming Period. The Regulations of the Funds stating the general framework of eligibility of projects / actions that may be implemented (see Annex III), are attached hereto for your information.
